People used to actually do that though, if I recall correctly.
Back in the fanfic "glory days" when I first started writing there was a lot of people who would solicit characters for their stories. They would put up a form that people had to fill out and audition for a spot in their fic.
Other people would be offering them up like "Who wants me to write a story about them?"
I remember there being a lot of Yahoo Groups with tons of threads of people asking for stories or looking for characters. It was big business :P

I just remembered that story a bunch of people worked on when the Boys announced the Cruise last year and it was like they kidnapped the BSB from the real cruise to go on a fantasy cruise. I wrote on that before I found out I was going on the cruise. Then I kinda went rouge on them. I like to think I stole the Boys back for real cruise for everyone. I was a double agent and I didn't even know it.
Anyways the point of bringing that up is that that is the only time I've written any people I know into stories. And we were all participating and writing in each other on that one so yeah I don't think it really counts.

Agreed, I think it's different when it's a parody. The most I've done is cameos, no one really too serious to the story.
