I have a question.  I know you only want finished stories for most categories, but what about categories like Best Villain, Best Plot Twist, Best Use of Dialogue, etc.  I don't think a story really needs to be finished for those things to be judged, so would it be okay to nominate a character or part from an unfinished story for those categories?

Nope, those are fine. I think the for the judged categories that's when things should really be almost completed.
